If you want Swedish, then you would have to use a microphone and say windows Sound Recorder, if you have not used this the file is called sndrec32.exe and normally found in the windows/system32 folder.

Create the files in .wav format.

Or if you want to create other voices then you can use an online service such as AT & T Natural Voice :
