Do WAAS-enabled GPS receivers work without additional hardware or software? I'm considering getting either the Holux GR-230 or the AcoteTech AG-600 to get the 2-3 meter accuracy. I live in California and I believe WAAS signals should be available here.

Yes, they work without additional hardware. You will need to have south facing free view (the SBAS sats are geostationary), and you may need to enable WAAS in the receiver.
