If I plug my 2699 into Windows via USB and let it charge for hours (and hours) it never gets above 80%.
The 80% is shown by right clicking the device in Windows Explorer then Properties.
So, after some searching I found out how to get into the Garmins diagnostic mode, and that is showing fully charged.
So is Windows battery check flawed ?
My 2599 never gets abive 90% according to Windows. _________________ Satnav:

Can't say about Windows, but I tend to just connect devices to a computer by USB for data transfer only. Any charging or powering of the device is only done for the duration of data transfer.
Is there a setting in Windows to only charge to a preset percentage? The 80% threshold may be for safety reasons.
If you use mains, battery power pack, or vehicle for charging the Garmin does it always charge back up to 100%?
Out of interest, how do you access the Garmin diagnostic mode?

it could be for battery longevity. lithium ion battery constantly charged to 100% are usually knackered after 12-18 months keeping the charge between 20-80% they can last for many years |

Agreed. But that does not fit the OP's case in point. Windows says 80%, device says 100%. Go figure.
I would like to know where K is getting the Windows reading from. I think he is being a bit secretive about that. |

Don't know how Windows calculates it, but it varies.
Tried it earlier with my 2599. When I first plugged it in Windows showed 100% then after a 5 minute trickle charge, USB3 port, it was showing 90%.
The 2699 varies between 80% and 90%. _________________ Satnav:
