mobile speed camera van or not? on m5/exeter

While travelling on M5 near exeter, spotted a van parked on a motorway bridge, as far to the side as possible while still being able to see the carriageway, just in contact with the trees. It looked exactly like a typical speed camera van I've see elsewhere in the country (smallish, ?Citroen), with those small black windows on the side (closed when I saw it).

I'm not from the area, so don't know what local camera vans look like. But the graphics on it did seem to try to divert from it being a speed van: it said something like "mobile CCTV van" in green, quite boring writing. No illuminous yellow, or speed camera symbols, or anything else I've normally seen promoting safety etc.

Essentially, everything about it makes me sure this must have been a speed camera van, but just wondered if anyone local to the area recognised something by this description before I add it?
