The price you pay for the RDS-TMC receivers includes a lifetime "licence", nothing more to pay.

The GPRS "Traffic" service (over a mobile phone) is a £20/year subscription.

The 930 may not come with traffic as standard but the 930T does, I know I bought one in the UK myself! And the use of RDS-TMC is free with it as well, it works a treat.
