Garmin alert tones

I know the question about whether there are alternative tones available for Garmins has been answered many times before, (and the answer is 'No'), but my question is why?

Are the sound files not accessible in Garmins, or has no-one ever hacked together a solution?

There seems to be a big demand for alternate sounds, so I'm surprised that someone hasn't cracked the problem by now.
