I've been given the following:

Longitude : 0° -4' -6,2"
Latitude : 49° 17' 37,3"

From this information how can I determin if theses are Northern, Western, Southern or Eastern longitudes. Also how do I enter a negative value into TomTom ?

The position looks as if should be 49deg 17min 37.3sec NORTH
000deg 04min 06.2sec EAST

the 0's and - are next to each other on the keyboard, and is probably a mistype.

The position I giave (if correct) is around the town of BAYEUX in Northwestern France. This is not far from the coast between Le Havre and Cherbourg. That any help?
