Are all the poi's traffic and otherwise compatible with the GArmin Nuvi 310D

Yes - so long as you remember to load the correct versions. Ensure you have GARMIN selected in the drop-down box of the POI's.

If you find some TomTom-only POI lists (on other web sites for example) then there is a piece of s/w called POIEDIT (Google for it) which can be used to change them into GARMIN POI lists quite easily.
