It's not a file, you need to edit the Pocket PC Registry with the registry editor and find the branch of the tree.

Others have tried this, some say it works, some say it doesn't, personally I haven't tried it.

Expand the +'s until you get to the relevant branch on the registry tree in the registry editor.
