Is it a cabled GPS?
Then you need the driver.
Try Rikaline support for the driver.

I can find no driver for it and it is indeed a cabled reciever. i have installed "Rikaline usbtools" And "winfast" and the reciever is seeing sats, But still tomtom will not see reciever. As i have said, i am not getting any com options when i try to configure the "Other cable NMEA GPS"
when picking the reciever to use.

The "Rikaline usbtools" probably has the driver included.
The driver adds a com port which which you use the GPS.

If you do not have any com port for use it means that the driver has not been installed.
