After I paid, one of the emails I recieved from tomtom was ; subject - (TomTom PLUS) Confirmation of purchase (your order number)
Find that email then hit the link e.g-

"Dear your name,

Congratulations with the purchase of:

name of prem voice (Click here for installation instructions)"

Clicking on 'here' above takes you to a tomtom download page to get your voice. Hope this helps.

I paid and received the email with a shortcut to the download in a matter of 3 or 4 minutes.

I clicked on the shortcut and downloaded the voice without incident.
