What is this icon?

In the bottom left hand corner of my navigator screen I have a flashing icon that looks like a two-pin plug with a lead on it.

what is it? I have looked in the manual and also on-line at TomTom.

My system is a TomTom Navigator 3 for ppc.

Yes, it's telling you that there is no external power coming into the unit. It will disappear when you plug it in, or you can change the settings in Tomtom to tell it not to display the icon when disconnected from external power.
