As far as I know there is no program that can do this for Navigon, I did try using the post codes broken down into 10,000 post codes to a single file using POI-Warner as a trial, but it sorts it into distance from your current position and took about 10 mins to find each address, and being as it required many files to do the country it just no good at all.
