How did you install the maps, and have you got the TomTom Wizard installed?
If you have the TomTom Wizard installed, try removing it and see if that helps. You can still start TomTom Navigator from the Start Menu (though you can have problems if you remove TomTom Navigator from the Start Menu without the Wizard).
If you want to remove TomTom Wizard, you can do so on the Pocket PC by going to Settings, System tab, Remove Programs, tap on "TomTom Wizard" and tap Remove.
My personal experience is that the Wizard causes problems and solves none. I've never got things working properly with the Wizard installed! I automatically uninstall the wizard.
All this presumes you saying Navigator 2 is a mistake - there is no Major Roads of Europe map for Navigator 2. It appeared in Navigator 3.
If you're trying to use the Major Roads of Europe map from Navigator 3 in Navigator 2, not only is that a licence breach, but it will not work. The map format changed between the two products. Navigator 2 does not work with Navigator 3 maps, and Navigator 3 does not work with Navigator 2 maps.
If you really only own Navigator 2, I suggest you place your Navigator 3 upgrade order immediately; the upgrade offer closes soon.

I would check the location you have stored the maps - you should have 3 folders - TomTom Navigator, Great_Britain and Major_Roads.

As Steve says, check the location of your map files, and that the map files are actually present in the storage card map folders.
Navigator maps usually go in the root directory of the storage card - in Navigator 3, you would expect Great_Britain Navigator Map and Major_Roads_of_Europe Navigator Map to be the folders.
