tomtom bt receiver power probs

should my tomtom 3 bt receiver charge all the time when connected to a power source ? reason for asking is that i noticed the other day that it did not have the red led charge light on while connected to my car kit, but after an hour or so it came on.....does the receiver only charge when it gets to a certain power level ???? have noticed this before when connected to mains power aswell........
