The asc files created by POI Edit are in the format LAT,LON,NAME; unfortunately NAVIO expects NAME,LAT,LON; is there a way to change the format of the asc file produced by POI Edit ?

Yes, import into Excel, move the column around to the right order and then re-save as a CSV file.
If Navio was smart it would interpret the headers and allow you to select the correct order. |

This does not work because Excel changes the format when resaving; for example it puts 3 times the double-quotes instead of keeping one with the name; yes Navio could be smarter, POI Edit as well could allow to select the order of the columns;
other ideas ?

You'll probably have to do a two stage process - use Excel to reorder the columns, then something like Notepad to sort out the quotes.
The other alternative is to use a programming language like perl to rearrange the fields, but this is not a beginners solution. If you have the language skills, you should know how to do it.
