That error is usually a missing SOX file.

It belongs in the same folder as PoiLoader.exe,
usually C:/Program Files (or x86)/Garmin/Poi Loader.

What it could be is that Garmin now installs into "/POILoader/" where it used to be "/POI Loader/" (note the older space)
Have you had to reinstall POIloader recently ?
