Spotted on the A623 the other day:
Rule 130 of the highway code states:
"Areas of white diagonal stripes or chevrons painted on the road. These are to separate traffic lanes or to protect traffic turning right.
If the area is bordered by a broken white line, you should not enter the area unless it is necessary and you can see that it is safe to do so
If the area is marked with chevrons and bordered by solid white lines you MUST NOT enter it except in an emergency"

So, is this 'safety' van parked illegally?
(Aren't dashcams a wonderful invention?) |

The diagonals and solid white line shown are not separating traffic lanes or protecting right turning traffic - and I cannot see any chevrons
There is possibly another piece of the RTA that defines an area such as the one under discussion as being reserved for authorised vehicles
The dashed break in the continuous soft verge line would tend to support such a possibility |

I believe it was Mike Alder who used to publish photos on this website of all the "illegally" parked mobile camera vans he saw. Just to demonstrate that the rules don't apply when "they" don't want to apply them. I think the official terminology is something like official business or authorised. _________________ Dennis

Can I be controversial ?
That stretch of road looks quite narrow and presumably is a 60mph national speed limit one.
If anyone considers going faster than that especially during an overtaking manoeuvre, and the photo shows a blind bend coming up, then I think that van could serve a useful purpose.
Is it a historic accident black spot ? _________________ DashCam:

Probably vehicles pulling out of the minor road being hit by traffic on the major road because the view is obstructed by a white van? |

Quite clear cut....
The van is illegally parked.
Further Google Earth images show that the field has three structures in, the one at the back is a house.
Not only that, but from the witness marks on the ground in front of the gate a vehicle has only very recently left so it is very much in use.
Personally, if I was the house holder I would ask for the officers badge number as the vans location makes exiting the property dangerous. |

Hi JaTa.
Agree about the building at the back, looks to be an outbuilding.
Agree the gate opens as you say.
However, you would have to agree that the defined wheel tracks throughout the compound would indicate that it (the compound) is regularly used.
It is a very strong probability that the marking are there to prevent the exact situation caused by the parked van. Namely a massive blind spot to the right for any vehicle trying to exit the compound.
This is made worse by that being a rural area, often the vehicle will be agricultural such a tractor. These are not known for their speed and so a long clear and empty line of sight is preferred before committing to a pull out.
It should also be noted that the line is solid, NOT broken. This will not have been painted that way by accident as the edge of the carriage way itself is indicated by a normal broken line.
However, because it is at the edge of the carriage way the only offence possible is one of obstruction which the van is clearly is not causing.
So, the van may not be illegally parked BUT it is parked in a stupid position which increases the risk of a collision to anyone exiting the compound. Unfortunately, being stupid and in a position of power is not illegal.
In short, the operator should have known better.
