Well Spotted!
Although if the camera is “fully functioning” to an extent that it is using RADAR then the chap that built it could find himself in trouble if he’s not licensed to transmit on those frequencies.
I reckon that once the locals discover that the camera is not a genuine one, placed there by a Scamera Partnership, then it will be removed one way or another.

I see that he has the camera mounted on a wheeled trailer so he may move it around too much for us to log its position  |

We have a false (100% non-functioning) camera in Oxfordshire.
There is a house on the edge of the road which has tall trees/bushes on the outer edge of the garden and someone (presumably the owner of the house) has stuck quite a realistic camera-looking box in these trees to slow passing motorists down.
When Privateer and I were taking locations of all the cameras in Oxfordshire, we had to spend quite a bit of time inspecting this one to check whether it was real or not!
Fortunately, when you get close to it, you can tell that it is just a painted box with no internal workings inside, but from the road it looks realistic enough to slow you down.
