I have just submitted some new camera sites near my home,to the moderators.
Once they have been accepted,how long will it take for them to appear on the database,do I have to scrub the old,and re-load the entire database to include them,or can I just load the new ones?
And why sometimes when I approach a site,does the icon not appear,but my system warn me that a camera is imminent?

The database is updated monthly.
Yes, you'll need to load the whole new database, although you might be able to install it over the top of the existing one. Personally I always remove the old one before installing the new.

Is this sites that are definitely on the road you are using?
Sometimes mine will warn me of a camera but show no icon - but it's because the camera site is actually on a side road and is far enough to one side to not show up on the screen.
I reduced the viewing angle to cut these warnings down but if it's reduced too much it can miss cameras around corners until you're practically on top of them.
