Kent and Medway's speed cameras are to be upgraded - digital technology will replace the old "wet film" cameras.

A budget of £10 million, funded by grants (which include government grants), will be set aside for the operation. The Kent and Medway Safety Camera Partnership (KMSCP) has put the project out to tender.

A spokeswoman for KMSCP said: "It will be a like-for-like replacement, of the 79 fixed and 56 mobile cameras across Kent and Medway. The cameras we have are getting old now. The films need to be manually taken out of each camera and people have to physically take them to be developed, which is time consuming and impractical."

The new cameras will be able to transmit images of speeding vehicles over a wireless network. It is likely to be a number of years before all cameras are upgraded.

Quote from the article linked to:

“Every two years we do an operational review and have a look at all our cameras to make sure they are still working effectively. We remove those which are not, and place them somewhere more practical.”

Surely the camera that is working most effectively is the one which doesn't catch anyone speeding?

Are they saying they are moving those to somewhere where thay catch more speeders?

They've missed the point of the deterrent value of the camera.

The rational presumably is that if the cam is not catching anyone, then no one is speeding there, so move it to somewhere that drivers are ignoring the speed limit.
This of course works on the dubious assumption that speeding will remain reduced/absent from the original location after removal of the camera (perhaps they will leave the empty box in place as the 'deterrent'). If KSI does not go up in that location, job done.
