This is hardly hot stop press news.
Back in the stone ages, I installed (well, paid for) speed cameras around here. There were always far more housings/installation sites than cameras and no secret was made of it - it was well publicised that not all camera sites had cameras and cameras would be rotated around the sites at random, so be afraid, be very afraid at them all - a source of glee to the camera authorities, they could have loads of installations, but save cash on cameras. It wasn't until later that it became known that even when a camera was installed, it might flash but not snap you because it ran out of film and flashed ineffectively until it was re-loaded with film. _________________ Dennis
