1, I'm on a version 5.201 (GPS v1.21, boot2.18, Map GB v562) is this really out of date and can i downloads a newer version?
2, Will it cost?
3 If i do download a newer version do i have to install POI and speed camera database onto it?
4 If i get the western Europe map does it have a download for foreign Speed cams?

Yes for the software and the Maps.

No for the software, and yes for the Maps.

Currently the Western Europe Map costs 80 Euros (you will need at least a 1GB SD Card) and the UK and RoI Map costs 48 Euros (you would be better with at least a 512MB Card).

The POIs, including Camera Database, can be copied to any new Map Folder if it covers the relevant area.

You can Copy the EUR Speed Cameras to the Map Folder.

Version 6 of the Software will also increase the number of POIs it can handle to 100. ;)
