Anyone know of any tools to do this on a Mac running OS X 10.3.2, similar to the PC tools provided by TomTom (dumpov2 and makeov2)?

There is a program of mine called POIManager that runs on the Pocket PC. It is available in the Downloads area under POI Icons and Converters | Pocket PC. POIManager will read/write ov2 and ASCII files.
