What is a GPS "mouse?"

I see the term "GPS mouse" used a lot, and cannot figure out from context what it is. A reviewer complained that the bluetooth GPS they were reviewing required a data cable to function as a GPS mouse. Until I read that, I was beginning to think that a GPS mouse was simply a corded receiver (since GPS mice often appear with cables).
