OK, think I've got to the bottom of this.

I was simply doing the route from Heathfield to the tunnel, which selects the expected route. So looking for the problem I tried a route from Heathfield to Angers in France, and that does route me via the M23/M25 etc.

BaseCamp has always struggled with long/complicated routes as there is a limit as to how many variations it can try or it'll be there all day, and that route is nearly 500 miles hence the issue.

I always split my routes that cross the channel into UK and French side, so that's why I hadn't seen this issue before.
