SPECS was approved for enforcing with rear facing camera a few years ago, it just depends on what the client asks for.

Another system that has been in place with rear facing camera is the system near the Cat and Fiddle Pub. This system was specifically targeted as speeding bikers.

As for the capturing faces, there is no requirement for this, but can be used as secondary evidences.
