think it's just the 'alternative first fix' for the spica and portal devices.

- prewarning now says the speed limit (rather than "Active") when a voice warning is selected and the upcoming camera has a speed limit.
- Not playing any sounds while the phone is busy dialing/calling. Short vibration instead.
- Code hardening in case the device has no phone or no vibrator.
- made the Spica GPS starter optional, selectable via preferences.
