Navigon did reply to me with the following suggestion regarding Fresh's inability to download the Safety Camera database:

"Regarding your concern, we suggest that you perform a full uninstall of the Fresh, by removing all registry entries related to the software and the reinstall it again. Upon completing the installation, we recommend that you do a device restore, to reinstall the firmware of the unit. Afterwards please download the latest Safety Camera database first. Then, and only then download the Q2 2011 map update."

I do consider this a long winded and archaic process. Surely this should not be necessary?

I recently updated the software on the device which needs me to re-input all of my addresses: not very clever. Imagine if Microsoft updated Outlook (not a new version) and you had to input all of your contacts again with all of their attendant details........

Luckily I waited and was able to install the camera database through Fresh rather than embarking on the process described by Navigon.

Mine eventually worked but there is a problem somewhere as I also purchased the Green Guide and I have yet to see it in my downloads.
