Roadhawk RH-1 non-readable registration plates?

I've finally gotten round to buying this camera and have it installed. The camera is working really well except that I was hoping that registration plates on cars would be visible in the recorded video but they just aren't. I'm thinking of the example where there might be a hit and run and the video is needed to get the registration plate.

I've tried Mega resolution 1280x960 with Standard quality @ 5fps (highest quality and fps for Mega) and I've tried VGA resolution with Fine quality @ 30fps. Both video clips are unreadable.

Has anyone managed to get settings that do allow registration plates to be readable?
