Which GPS software am I looking for?

Hi guy's,

I'm having a bit of a problem finding what I need.
I went on a trip to Prague recently and my TomTom was utterly useless on foot. Sending me places I'm not allowed to walk and telling me I'm going the wrong way after walking 100 metres in the wrong direction.

So I'm not looking for turn by turn software like Sygic, Copilot, TomTom, ... but for moving map software. I still want it to plot a route (shortest/fasted, ...) but it has to show my position independant of the route. I guess some sort of digital paper map. It would be nice if it showed POI's too.

I thought I could make such maps with Oziexplorer but then I'm missing the POI's and am also be unable to plot a route.
I have a Symbian nokia phone (Nokia 5700) and a bluetooth GPS receiver. I'm not fond of google maps because I don't have a data plan and it's darn expensive here. As far as I know I can't get Nokia maps to work on my phone so I'm stuck.

Any suggestions are much appreciated.
