| can any one tell me there was 2 pcsos stood on a street with a speed camera in his hand and the other person had a sheet of paper writing down cars that was speeding, no signs was there warining of speed cameras and no photo was taken can they do this and if you get a letter do you have to pay the fine and take the points... |

Yes they can but they cannot fine you. You will instead get a letter warning you.

The point is it's a warning to you to watch your speed. Next time it may well be Police.
