Sorry but your latest competition question is completely out of date.

Selective Availability which you refer to in principle above was turned off in 2000! Plus last year the policy was made permanent. All civilian and military receivers with a clear view of the sky should achieve a 2D plan accuracy of 10-15m without further corrections.
