Did you know that as from the end of March 2008 all Motorway police patrols will stop. The government have secretly awarded powers of arrest and the issuing speeding fines to the Highways Agency.
So get ready, they have to be self funding.  |

What does this mean?
Is a Highways Agency vehicle (which can come in many different styles) able to point a speed camera and "nick" you?
Do we now have a "new" police force to contend with?

What I say goes...well, maybe if I'm in a room by myself 
iirc, it was part of the government's agreement with the police when PCSOs were implemented that they would never be given all the powers that the police have and the government never go back on their word (do they?!).
Perhaps traffic wardens, postmen/postwomen, milkmen etc should all be given powers of arrest etc and we could do away with the police altogether - is someone going to suggest this is the next step?

We all have powers of arrest, it is just that a police officer has greater powers. My training is rather old and out of date now. In principle for a citizen's arrest you have to have witnessed the crime taking place or have reasonable grounds to suspect someone and the crime must be one that would be tried in a crown court.
A police officer is not restricted to arresting for indictable offences.
Although a PCSO does not have the same powers of arrest as a police officer they do have the right to detain suspected offenders for up to thirty minutes until a police officer arrives.

Powers of arrest may depend upon where the PCSO is based

Clearly they are referring to Police powers of arrest. As I said, we all have the right to arrest, PCSO's rights are those of any ordinary person.
I'm not certain where the right to detain a suspect comes from but they do have it.

This could be something to do with Highways Agency Traffic Officers who are taking over many duties from the police on the motorways (leaving the police to concentrate on the bits that only they can do).
However, even on the "future roles" section (link at bottom of 'roles and responsibilities'), it states that "Enforcement of road traffic offences" will remain one of the roles only the police will provide.
It's possible that they will be manning the cameras at the side of the road in the same way the SCPs do elsewhere though.

I have added that link you quoted above, so it's easier to find, it clearly answers the more important questions on the role of the Highways Agency against the police.
