Obviously, even if its a ceramic 90 degree tap, close it slowly. That way you can avoid pressure equalisation bypasses.

For the M4/M5 interchange I also believe the opposite is true. I have often experienced congested traffic being diverted on the M4 hard shoulder from the M4/M5 interchange until just before the M32 where those on the hard shoulder have been directed back onto the main carriageway causing major congestion. The only logically reason I can think of for what appears to be irrational management is to use the hard shoulder as a vehicle concentration area in an attempt to the prevent the traffic backing up onto the M5 and impeding those wishing to keep heading south.
