A feature I would find useful would be to have a one tap camera capture that captures the current location, direction & speed. This would be stored and allow edit before submitting. Enabling a voice notification at the same time would be helpful. The reason behind this is that especially when logging specs cameras in narrow far too much time need to be spent looking at the phone/tablet rather than at the traffic and the road.
These can be reviewed and submitted once in a safe place.
I would also add a plus one to the use of openstreetmap data when offline.
I use a Nexus7 with no 3g. this makes it difficult to know if an upcoming camera is on the road you are on our an adjacent or Crossing one.
There is a product called 'Open GPS Tracker' that cache Google maps very successfully, it may be worth a chat with them.

Turn off 'allow transmission' in the settings.

Tap the camera icon (this logs your current location, speed and heading). Tap any speed/type etc then add voice note. Tap submit.

This won't submit anything yet but will quickly let you log the basics.

In the Manage Cameras page later you can then edit each of your submissions to add the correct speed and type. Once you've corrected it all you can turn on the transmission for these to go through.

I know, but it allows you to edit it later.

There is no one tap addition method - but if I just said that then it wouldn't have been very helpful.
