They put the reduced limits on even when there is hardly any traffic.

They're very prone to that on the western stretch of the M25. Another favourite is the dot matrix signs saying trafiic jam after jubction, when the road is empty as far as you can see.

A "friend of a friend" queried this exact same situation on the M42 variable speed section. The answer he was given was that the speed limit is set automatically, reacting to the speed of traffic already in the area, i.e. if slow traffic is detected, the speed limits are automatically reduced until the slow traffic has disappeared. Sometimes, this can be caused by a single slow-moving vehicle.

I've driven eastbound with seed limit reduced to 50 but have seen the NSL sign in my rearview mirrors on the other carriageway... :/
