I can vouch for the lunacy. We had 3 older portable tv's that worked perfectly, just needed a digibox for thjem to receive these days. I took them to 2 local charity shops and was told they were no good as there were no remotes!!! How much are universal remotes? They could give them away, they didn't have to sell them. Yep, they went to the great skip in the sky at the recycling centre (tip).

As for PAT testing.... All it is is a test to ensure earth continuity. When we had a ceiling collapse due to a water leak, the TV was underneath. The insurance refused to pay out because it passed a PAT terst, even though it took the full brunt of the water and ceiling. I argued the t*ss with them stating that just because it showed earth coninuity it wasn't safe. When the insurance assessor came out again, turned on the telly and it blew up. So there you go, PAT testing is a nonsense.

PAT testing would be a nonsense if only the earth continuity was tested. A full PAT test consists of a formal inspection, testing as necessary to ensure the equipment is in a safe condition which may include earth continuity checks, insulation resistance or protective conductor/touch current test and functional checks. The last stage of the PAT test should have been the functional check and when the person doing the testing switched on the TV he should have found the same problem as your insurance assessor.
