N or S (Latitude) is quite straight forward, Northern Hemisphere or Southern Hemisphere i.e. above or below the equator, if your in Europe then its N, this would only get tricky if you are in Africa for example.

The E or W (Longitude) can be more difficult when in the UK as the Greenwich Meridian runs straight through the UK see Here - Mike

The co-ordinates that you gave are not realy co-ordinates, but just random numbers. For them to be complete meaningful co-ordinates they must have a N/S and E/W tag otherwise how will you know.........

If the location is north of the equator the lattitude is N or positive. South of the equqtor it's S or negative. West of Greenwich the Longitude is W or negative. East of Greeenwich the longitude is E or positive.

If you are not given N/S and E/W then you are up a gum tree without a paddle unless your location that you suspect is on the south coast of France turns out to be in the South Atlantic, then a bit of deduction indicates an incorrect co-ordinate input.
