Yes. Exactly the same as your second picture with the gatso in the background.

It appears to be a system combining front facing CCTV and infra-red flash with another rear facing unit.

These have been reported a few times now but all are at locations where existing cameras are in place and some have signs indicating they are under test only.

Whether they are two separate systems under test or a combines system we don't know.
