Driving to work this afternoon through a village, saw 3 retired ladies 2 of them with clip boards and another with some sort of speed camera.

Is this just a local survey or are they out to catch speeding motorists ?

Is this legally enforcable ?

If other drivers were a little 'over the top' and they caused them to slow dow, then it seems that they achieved thier objective.
Seems unlikely that their findings are enforceable. Probably doing a survey in an attempt to get a speed limit lowered or something like that.

actually, as I was told by the village bobby here, they are monitoring speeds, if you are over the limit mr policeman will write a nice letter telling you so. If you do it again, you get a second warning letter. I was led to believe that if it were a constant issue then the boys in blue would pay a high profile visit to back them up. I was offered the chance to brandish the speedgun, but declined the very nice man Very Happy

thanks for the replys. I wasnt actually speeding, i was just curious.

Seemed like the one woman with the camera was using it in an unconventional way (sitting on a deck chair and trying to hide the fact she had a camera in her hand.)

I took a picture of a Community Speed Watch Group - that's what it said on their fluorescent jackets.

When I worked as a bus driver, we had bus inspectors monitoring bus speeds in the city centre with handheld speed cameras, but usually you got a warning over the bus radio telling you to keep to the speed limit, which meant that there was a speed camera in operation, and for regular mobile speed cameras we would get a warning of a road spillage over the radio, which meant there was a mobile camera on a certain road, which would be spotted by other bus drivers and reported to the bus depot to alert other drivers.

FWIW, Community Speed Watch has no legal powers. They're normally set up to monitor speeds in problem areas and gather evidence for a Police speed trap.

I have seen mention that the registration numbers of persistent offenders are passed to the police but that being true there is little the police can do, any stern 'speaking to' they may give has no legal force whatsoever as the evidence is not admissible.

However its worth mentioning that if you spot these patrols then its a warning to moderate your speed, next time the fluorescent jackets may be worn by RPU officers!
