Can tt rider make outgoing calls when used in a car?

I am considering a TT Rider, but the main use will be in a car, I beleive the rider won't make outgoing calls when moving for safety reasons, but is this over-ridden when used in the car holder ?

You will need something like a visor bluetooth hands free kit which has a microphone so you can call someone. £25 or so from flea bay
