A company called franson.biz sells a VisualBasic .dll called GPSTools that can be used to write your own software. I'm using this library to write a Hot Air Balloon Tracking program.

It won't detect a nmea sentence unless you have the custom software built and running and a connection to a GPS. As far as launching an application, loading a file and detecting a geographic region...no problem!
You just have to find a VB programmer to write the code for you.

By the way GPSTools is just one of the GPS type add-ins that they sell and their products should work on regular Windows or Windows Mobile 2003.

No, I don't work for franson.biz nor do I have any financial interest in the company.

You can also use gpsd [http://gpsd.berlios.de/].
This is a GPS daemon that runs on Windows/Linux and MacOSX.

Using some scripting language you can probably read its output (NMEA), check for GGA sentences with the location you want, and launch you app.

Memory-Map Navigator would do this quite easily. You can attach a file to a waypoint and, if you set the proximity alarm for the waypoint, the file will open when you reach the designated perimeter around the waypoint. Thus, you could have a description about an area in an audio file, and when you approach the area, it would start playing the audio file.
