Well, since there was no input I have tried Many, Many different ways to edit the user.cfg file and this was the only one that worked. I deleted the maps from the internal phone file and it's copied ...
Don't know but can't you just re-download the maps onto the new card from Google Play? or is there a reason why you do not want to do this?
