The difference in your example Phil is the radio manufacturer didn't supply the aerial with the unit proclaiming that it was suitable for use in the UK.

As for being fit for purpose, the fact that the units can receive a signal invalidates the claim you make - just a pain in the arse that coverage is not great in the uk and the signal strength is poor ...
