More satellites ?

Am I correct in thinking that come Nov 14th, with the next launch of satellites from the US, there will be a full complement of 32 satellites all around us ?
Will we notice any significant difference from then on ?

You may see better signal levels from the newer birds but you won't actually see more satellites. They are mostly replacing older birds.
