Will I be able to download the upgrades once or twice a year? I live in the Channel Islands & only visit the UK for a week in the Autumn & Europe for a week in the summer. Therefore £24 a year would be excessive for me.

Yes, according to the charging profile, a single month's download will cost you £2.
