I submitted a support request to Garmin referring to this thread with the following response:
I am happy to help you with this.
I have reviewed the information and I can confirm that regardless of the model used, Voice Command will only work with mapping that was originally preloaded with the device. Not all features will work with voice command if you are using supplemental maps (e.g., European maps on a device purchased in North America).
It is also correct that Voice Command will only work when the whole region is installed.
To clarify, Junction View will work will only a partial region installed but only if you have done so via Garmin Express. Loading a partial map update via MapInstall will not also load the Junction View file.
I hope that this clears things up.
If there is anything else I can help you with then please let me know. Alternatively you can search for a solution here: http://www.garmin.co.uk/support
Kind regards,
Hannah

So Sussamb was right and my telephone support guy was wrong. My concern still stands - why is this basic information not held in help or installation screens?

Garmin are wrong again.....
When the 2016.10 maps were released in late 2014 they were too big for my 2597 without a card.
Not needing full Europe I installed UK&I and the voice command still worked perfectly OK.
However, the only commands I use are brightness, volume and the go home ones. Maybe some more in depth ones are omitted or disabled. _________________ Satnav:

Just returned from a longish route drive and noticed the following changes from the previous version.
Approaching a junction in UK the count down is in FEET not YARDS.
On the M4/M25 interchange the lane guidance was dynamic (not sure if this is new).
In Lanzarote last year's 'joke' directions appeared to have been changed to simpler 'Turn left/right' last year she would come up with a burst of Spanish as she tried to tell you which road you were turning on to. This time the Garmin only displayed the road. Much better is less amusing.
Satellite lock on was pretty fast at both ends of the journey. i also got a 3-4 satellite pick up in a centre row seat on the aircraft but no position lock. (3598) |

The M4/M25 interchange was one of the early ones to get the so called 'active lane guidance'. Personally I don't like it.
