Just a thought...

Although there are a few pointers about camera submissions in the FAQs they mainly relate to the physical process i.e. using POI Capture, finding Lat/Long etc.

Would it reduce some of the many spurious submissions if there was a paragraph somewhere prominent on the submissions page that said very clearly what NOT to submit?
I'm thinking along the lines of:
Cameras general: please do not submit locations of the warning signs about cameras, only cameras themselves, and please try to be as accurate as possible when you log the position. Make use of the 'Comments' box, that can be really helpful.
Please do not submit Trafficmaster cameras (usually on blue posts or hanging over motorway bridges.
For Mobile sites, please only make a submission if you actually see a camera set up there, or if you really know it is a used position.
Finally, if you want to remove a camera from the database, make a note which camera number you are referring to (this can be found on most systems by selecting it on the map view).

If something like that was on the actual submissions page, might that reduce the workload a bit?
